（直擊）遠距教學何時能停？ 團膳業者月虧300萬直呼「撐不下去」

新冠疫情目前仍處高原期，且有南移趨勢，中南部還有6個縣市本周仍維持遠距教學，這也直接影響團膳業者生計，提供營養午餐的團膳業者，受限法令不能外帶、不能促銷、不能有其他副業，一停課就是空轉，人事成本照樣支出，有業者估計，光是一個月最少就要虧掉300萬，去年三級警戒就「重傷」，今年同樣狀況又來一次，真的不知如何是好。

蔡姓業者負責台南慈濟中小學的團膳多年，近年來校方招生成績不錯，全校從高中到幼兒園師生數已經突破2000人，正常來說用餐量大，理論上應該有獲利空間，但原物料持續上漲，還受新冠疫情影響，去年的三級警戒加上今年5月底開始的遠距教學，每個月光營業損失就約300萬、人事費用也近80萬，這2年粗估就賠掉快1000萬元。

蔡姓業者說，無論是三級警戒或遠距教學，就是取消供餐，供應學校營養午餐的團膳業者，對於跟廠商長期簽約採購的食材無法退費，必須自行吸收，且營運量能完全給營養午餐出餐用，暫停實體課程等於空轉，人事、管銷成本照樣支出，壓力相當大，如果跟去年三級警戒一樣，暑假期間校方課輔停上，業者還是得蒙受損失。

以慈濟中小學團膳為例，正職營養師、廚工配置10人、協勤及清潔人員（兼職）也將近10人，遠距教學開始後，學生幾乎全回家，每天不到百人用餐，兼職人員首當其衝跟著休息，正職人員每天最重要的工作就是打掃環境。

葉姓營養師說，慈濟中小學餐點為素食，其實與一般葷食相比，成本反而較高，葉菜類隨天氣因素價格起伏不定，又無法冷凍、也不耐冷藏，加上烹調時會縮水「3斤剩不到1斤」，素料類受原物料價格上漲，也比以往貴了2、3倍，成本驚人，但與廠商已簽下供應契約，損失得自行承受。

團膳業者這段時間也是戰戰競競，葉姓營養師說，不只遠距教學影響，若膳勤人員不幸染疫，整個廚房都得停擺，之前某國小就發生過類似事件，師生差點沒飯吃，她們團隊雖然近20人，規模不小，但自我防疫規定嚴格，老闆要求疫情期間下班後不要亂跑，迄今還未有人染疫，供餐能力無虞，但「巧婦難為無米之炊」，還是只能望著空蕩蕩的廚房發呆。
台南市政府教育局指出，已了解業者在停課期間經營艱困，為減低業者面對疫情的衝擊已於5月30日主動行文向中央建議比照去年度補助方案，酌予提供廠商食材及人事費用紓困協助，呼籲各界共同發聲，早日核定補助。
