城中城跨區區段徵收方案 8成土地所有權人支持

「公益性跨區區段徵收」方案，未來會將城中城街廓改建為公園
高雄城中城大火釀災，高市府第一時間進行救災，啟動緊急安置、社會救助及社工一對一陪伴關懷，針對各界關心城中城大樓未來處置，為了讓所有權人能夠更加了解「公益性跨區區段徵收」的方案，高市府地政局前於11月15日起寄出問卷調查給390位土地及建物所有權人，經過2周的訪查，已回收324位意願調查表，回收率高達83%，顯見所有權人對本案關心。
市長陳其邁之前已於11月11日召開記者會說明，城中城大樓經三大公會聯合鑑定為危樓須立即拆除，市府將依法公告強制拆除，並提出「公益性跨區區段徵收」方案，將城中城街廓改建為公園，視為鹽埕舊城區新生的起點；另以七賢國中舊校址東側約1.2公頃土地，做為區段徵收抵價地及社會住宅基地，保障原住戶及所有權人之居住權及財產權。
「公益性跨區區段徵收」的方案，可以取得社會住宅用地，讓無房無地者可優先安置於新建社宅、有房者可依重建造價以一坪約11.4萬元領取救濟金。領取救濟金後，如無房屋者，可入住社宅；而土地所有權人則可選擇領取現金或配地於七賢國中舊址，充分保障相關權益人的居住權及財產權。
區徵方案範圍內土地所有權人共118人，同意區徵者95位，超過80%；若以土地面積統計，同意之面積總計亦超過80%。而對於城中城有屋無地屋主的權益情形，市府也詳予考量，依據都市更新條例，建物係依據現有價值（殘值）估算，若採區段徵收方案，將依本市拆遷補償自治條例，建物得以重建價格約11.4萬/坪之單價救濟。經意願調查結果，市府的區徵方案已獲得大多數所有權人的支持。
透過本次問卷調查結果可以看出，超過8成所有權人同意高雄市政府對於城中城跨區區段徵收政策的認同與支持，在拜訪民眾過程中，經過市府地政局挨家挨戶不斷的溝通，詳細向所有權人解說化解其疑慮，進而獲得高比例所有權人的認同，對於其餘相關所有權人，地政局仍會繼續溝通，爭取支持。
後續高市府將在12月透過都市計畫變更，將城中城現址變更為鄰里公園，而面臨城中城大樓周邊第一排建築物亦一併進行牆面整建維護更新，蛻變為鹽埕舊市區新生的起點。愛河對岸的七賢國中舊校址，也將做為區段徵收抵價地配地及社會住宅基地。高市府並與國家住宅及都市更新中心合作，將興建600戶社會住宅，優先供城中城大樓無房屋所有權的住戶租住，以保障相關權益人的居住權及財產權。新建社會住宅臨近幸福川而居，區位環境佳，且未來將引入日照中心、共享青創空間等供鄰里使用，以維持社區良好互動。
