澎湖海域不平靜 又傳貨輪漂流

近日逢東北季風加寒流冷氣團南下共伴效應的影響，澎湖南、北海皆傳出海上警報，北海吉貝嶼再傳貨輪漂流，恐掀起海洋浩劫，而南海七美海域驚傳中國漁船進入一海浬避風，居民站於陸地上目測就能看見；同時外國油輪泊錨，破壞我國漁民捕撈土魠漁網，讓澎湖海巡隊疲於奔命趕赴處置。
每逢東北季風起，澎湖南海就開始顯得不平靜，七美海域近來屢傳中國漁船越界，已經進入一海浬視線範圍內，讓七美當地居民人心惶惶；另外時值土魠魚捕撈旺季，澎湖漁民在土魠洄游路線上放置網具捕捉，被在十海浬外停泊的外國油輪錨泊時帶走，讓漁民損失慘重，更因失去謀生工具被迫返航整補，浪費捕撈土魠魚的寶貴時間。
今年底澎湖海域真的不平靜，原本擱淺於北海吉貝海域的巴拿馬籍貨輪信燕輪、南海望安鄉將軍嶼海域的韓國平台船，兩船都尚未拖離時，現又傳出貝里斯籍合茂號雜貨船進水漂流，隨著洋流及風向推算，於昨（27）日晚間6時進入澎湖吉貝東南方海域，距離上次信燕輪擱淺位置不遠，真是歹戲拖棚。
由於南、北海域海上警報齊響，使得澎湖海巡隊警艇疲於奔命，冒著惡劣海象穿梭在南、北海面，不斷地針對南海侵入的中國漁船及錨泊的外國油輪進行驅離，由於外國油輪在公海上錨泊無法可管，只能用道德勸說方式驅趕，但效果有限；同一時間還必須監控北海漂流的合茂號雜貨船行蹤，擔心擱淺引發海洋污染，還好船上船員二天前在彭佳嶼就已獲救，減少人員傷亡的危險性。
