陳雙全將爭取國民黨提名參選澎湖縣長

已經擔任6屆、25年澎湖縣議員的陳雙全副議長，在金虎年開春之際，除了向澎湖鄉親拜晚年，祝大家牛辭勝歲、虎躍新程，福虎生豐行大運、健康快樂春滿堂外，並宣布爭取國民黨提名參選下屆澎湖縣長。
陳雙全表示，個人從政已經25年，經常走訪基層服務選民，聽到很多民眾心聲，但因民意代表只能以建議案來要求政府執行，而不能強逼或代替政府去做，亦即有建議權而沒有執行權，導致很多議題都淪為空談，無法付諸實行。換言之，個人想要為民眾、為澎湖做很多有利事情，卻苦無空間和舞台。
陳雙全認為62歲的年齡已經不容許他再躊躇、猶豫不決而耽誤澎湖發展，決定換位思考，以另一種角色、尋求另一個舞台發揮所長，為改善鄉親的生活和提升澎湖未來貢獻心力，最直接有效的途徑就是擔任澎湖縣長，所以決定爭取國民黨提名參選下屆澎湖縣長。
他回憶說，剛踏入政壇時約30多歲，黨中央有規劃他參選馬公市長，但個人覺得年紀尚輕，學經歷尚有不足，需要在基層多磨練些時日，所以婉拒中央提名好意，毅然參選縣議員服務選民，擔任民代至今25年，歷任6屆縣議員，目前擔任國民黨中常委，清廉問政戮力以公，服務成績有目共睹。
多年來，陳雙全在議會為民喉舌，經歷過很多心有餘、而力未逮的議案，才覺悟到議員的建議權不能遂行理想目標，也無法建構符合鄉親所需的生活環境，唯有擔任行政首長才可以擁有行政權，透過執行團隊完成福民利民計畫，否則任何計畫都是空談。
他舉例說明幾個沒有結果的提案議題，包括爭取在澎湖西嶼赤馬村設立帆船中心，因主客觀因素未果；嵵裡沙灘風華再現、海水浴場及沙丘整建計畫，歷經兩任縣長也無法實現。諸多願景不能實現的主要原因，就是手裡沒有行政權，當時就起心動念想轉換跑道，希望擔任行政首長去完成。
為了走向自己設定的目標，陳雙全決定進修充實知識，深化各個領域的本質學能，因此利用公餘時間，取得正修技術學院碩士資格，也擔任過很多黨公職和民間社團負責人，就是要提升自己的行政能力和服務量能，將來有機會爭大位的時候，才有足夠的競爭力和對手一較高下。
針對攸關澎湖未來發展的觀光旅遊業，陳雙全提出碩士論文中「候鳥冬季旅遊計畫」，利用澎湖的東北季風和冷冽氣候，吸引寒帶國家民眾在到澎湖旅遊，或是有更多水上運動選手到澎湖集訓比賽、實施免稅島、亞洲金融貨幣中心等，在在都能帶動澎湖產業發展，讓澎湖的冬天活絡起來。
另外，陳雙全也談到澎湖的教育、文化、醫療、交通、海洋等議題，希望透過產官學界的團結合作，讓澎湖脫胎換骨向上提升。不過，這些議題絕不是民意代表能完成，只有擔任縣長才有執行成果。
陳雙全說，賴峰偉上次競選時，公開承諾只做一屆縣長，這是眾所周知的事情；如果賴縣長有困難，個人願意循黨內初選機制，透過公開、公平、公正競爭，維持黨的團結和諧，避免分裂而造成親者痛、仇者快局面；希望這次能喚起基層黨員熱忱，及泛藍選民支持，讓澎湖縣依舊是藍天。
