近期國內發生國人受誘騙前往柬埔寨或其他東南亞國家工作、旅遊，抵達後遭人蛇或詐騙集團扣留護照、手機，並控制人身自由，如不從即遭拘禁、毆打之案件。南市警即針對轄內372名潛在被害人（即近期出境柬埔寨）逐一清查，共受理被害案件計54件，其中已有19人已平安返國。

經調查，人蛇集團多以「高薪從事打字員、人事管理」、「招待旅遊」等廣告進行誘騙，聲稱會提供「包吃包住、提供機票」、「預支薪水」等福利，誘騙被害人搭機赴海外工作，抵達後發現況與想像的不同，但已遭到當地人蛇集團所控制，脅迫被害人從事詐騙國人工作或以同手法誘使其他被害人前往工作。
人蛇集團多以「高薪從事打字員、人事管理」、「招待旅遊」等廣告進行誘騙，聲稱會提供「包吃包住、提供機票」、「預支薪水」等福利，誘騙被害人搭機赴海外工作
也針對人口販運案件成立專案小組，其中一名16歲李姓少年因無法支付修車費用遭不法人蛇集團仲介至柬埔寨案，專案小組循線追查，在臺不法人蛇集團成員4人、查扣手機、存摺、被害人護照等證物，並擴大偵辦，另偵破11案、查獲犯罪嫌疑人17人（其中9人經法院裁定羈押），查扣贓證物有新臺幣23萬5千元、本票、存摺、手機、棍棒等。
專案小組循線追查，在臺不法人蛇集團成員4人、查扣手機、存摺、被害人護照等證物，並擴大偵辦，另偵破11案、查獲犯罪嫌疑人17人（其中9人經法院裁定羈押）
專案小組所查獲的5組人蛇集團，經查招募國人至國外工作每名可獲利新臺幣10萬元，初步清查至少已有30名被害人，被害人受迫於境外從事詐欺犯行獲利時，該人蛇集團主嫌等人亦可再抽成分紅，研判這些不法集團獲利金額已超過1,000萬餘元，相關個案持續擴大溯源偵辦中。也再次呼籲網路上招募前往國外打工廣告眾多，然而對於出國工作內容與薪資顯不相符情形應嚴加檢視，以免貿然前往後遭不法集團控制、脅迫致人身自由及財物受損。
研判這些不法集團獲利金額已超過1,000萬餘元，相關個案持續擴大溯源偵辦中
