17日深夜台南市政府警察局第二分局海安派出所員警巡邏時發現一男子騎乘機車未開啟大燈且停等紅燈超越停止線，員警立即上前攔查，海安所員警洪正偉一靠近機車男旁即聞到一股毒品異味，請其拿取證件並將隨身皮包內物品來配合檢查，在其打開背包暗袋時發現藏有1包密封袋，內有愷他命0.99公克，經員警帶回依違反毒品危害防制條例送辦。

員警調查發現，17日深夜0時30分許沈嫌工作結束並吃完宵夜於路旁甫抽完1支參有愷他命毒品之香菸後，騎乘機車準備返家途中行經臺南市民權路與康樂街口，不料因未開啟大燈且停等紅燈超越停止線為員警攔查。有豐富毒品查緝經驗之洪正偉員警，立即為其察聞到剛抽完毒菸之毒品氣味，乃後續為員警在其背包內起獲0.99公克愷他命，經毒品及尿液篩檢均呈現第三級毒品愷他命陽性反應，全案將沈嫌依毒品危害防制條例調查送辦。
