21億元學甲爐碴進度？ 南市議員要求市府盡快依法處理

台南市議員盧崑福今（25日）議會總質詢問市府團隊，「台南市非法掩埋爐碴的清除進度」及「是否掌握經濟部證實兩場光電場非法回填爐碴狀況」。不料，環保局長許仁澤無法解釋清楚已清除的非法掩埋爐碴數量，對於經濟部證實的爐碴光電場，也只回答要求改善，還沒開挖處理。盧崑福提醒市長黃偉哲，不要因為處理爐碴的業者是民間好友，就不積極要求，市府一定要依法辦理。
盧崑福在市政總質詢時，問市長黃偉哲台南市非法掩埋的「不法獲利高達21億元爐碴」的最新進度。黃偉哲回答，非法掩埋爐碴分別在後壁區跟學甲區，目前已經清除剩下2塊土地。盧崑福追問環保局長許仁澤「檢察官偵辦處理費達21億元的爐碴數量是多少？」許回答20多萬公噸？盧要對方說清楚，是60多萬公噸還是20多萬公噸？因為議會質詢都有錄影，回答要謹慎。
盧崑福說，根據立委陳椒華的指控資料，學甲地區非法填埋爐碴共達67萬9000多公噸，如果許仁澤說剩下20多萬公噸，就是已經清除40多萬公噸，清除費用誰要負責？許回答，非法掩埋爐碴都是業者自行清除，但數量說不清楚。盧崑福告訴黃偉哲，環保局長許仁澤未免太不盡責，說不清楚爐碴數量。他要求市府絕對不能用公帑幫非法業者清除非法掩埋爐碴。
盧崑福掌握去年12月14日經濟部工業局發公文給台南市政府，兩處光電場非法掩埋爐碴，他問環保局長許仁澤是否掌握公文？許仁澤回答「有，有收到名單，已經要求業者在7月前清除。」盧崑福質疑「你確定？」盧表示，他質詢前曾經詢問環保局、經發局，兩個單位都說沒有收到公文，但他查證的確有這份公文，他要求市府要秉公處理，因為根據他瞭解，檢調已經介入偵辦。
盧崑福說，非法掩埋爐碴的台糖公司「公開招標不適耕作地建置太陽能光電發電設施案（台南市七股B區）天衝暨天禽場址PV案場」，若依據《區域計畫法》第21條規定，違反管制使用土地者，可處6萬元以上、30萬元以下罰鍰，並得限期令其變更使用、停止使用或拆除其地上物恢復原狀。
盧崑福說，違法業者若100公頃一個月電費收入是5000萬元，市府只罰6萬元到30萬元，兩相差距根本就是天差地別，他建議市府先撤銷業者的興辦計畫書，或先扣押電費，直到業者完成改善後，再恢復電業營運。
